In anticipation of the action plan on networks and energy infrastructure that the European Commission is due to announce shortly, the association for the European photovoltaic solar energy sector, SolarPower Europe, presented its main recommendations on Thursday 9 November.
The association stresses the need to strengthen the governance of EU grid policy by creating a grid key performance indicator to monitor the time taken to connect solar systems to the grid and reward grid operators for their performance.
It also proposes the creation of a high-level political body “to ensure cross-political coordination of grid modernisation and investment efforts” and to align network planning with the 2030 and 2050 targets.
Other recommendations include guidance on unlocking flexibility solutions, facilitating the hybridisation of renewable energy assets at the same point of connection, eliminating dual grid charging for energy storage and allowing revenue stacking for energy storage.
In addition, SolarPower Europe advocates non-firm grid connections for consumers equipped with energy control systems.
In terms of investment, it emphasises intelligent, participative and anticipatory planning for the development of network infrastructure, and suggests anticipatory investment pilot projects and the strengthening of the Connecting Europe Facility for Energy.
The association is also calling for action to support the granting of permits for the necessary grid infrastructure, in the same way as for the granting of permits for renewable energies.
