24/10/2023 (Agence Europe) – On Monday 23 October, the European Commission paid a further tranche of €1.5 billion to Ukraine as part of the €18 billion in macro-financial assistance granted by the European Union for 2023 (see EUROPE 13277/5). This assistance will be used to fund the immediate needs of a country beset by Russian military aggression: paying civil servants’ salaries and pensions, maintaining public services and repairing critical infrastructure. According to a Commission assessment dated 18 October, Ukraine has implemented measures on which aid is conditional, such as the gradual abolition of temporary emergency taxation, the re-establishment of the High Council of Justice and the High Qualification Commission of Judges, and the restructuring of the gas distribution network operator. To date, the EU has paid €15 billion of the €18 billion allocated. (MB)
