A report by Council of Europe notes an increase in incarceration rate linked to end of lockdowns, but confirms a downward trend since 2011

With the end of Covid-19-related containment measures, the median incarceration rate rose by 2.3% between January 2021 and January 2022 in European countries with more than one million inhabitants, according to a Council of Europe report on criminal statistics published on 27 June.

At 104 prisoners per 100,000 population, the median prison population rate is still lower than at the start of 2020, and continues the slow but steady decline seen over the last 12 years.
