Report on construction products adopted in European Parliament’s Committee on Internal Market

The European Parliament’s Committee on the Internal Market and Consumer Protection approved, on Tuesday 23 May, the report by Christian Doleschal (EPP, German) on conditions for the marketing of construction products. This regulation updates and harmonises the sustainability rules for these products. 

MEPs suggest restricting the scope of products covered by the regulation compared to the Commission’s proposal (see EUROPE 12922/3). In particular, they remove from the text products that are built and installed directly on the production sites. 

The inclusion of 3D printing is also limited: only companies that 3D print construction products and place them on the market should comply with the obligations of the regulation. The materials needed for printing or the rental of 3D printers are no longer concerned.

Prefabricated houses of less than 180m2 in area, or less than 100m2 in area when on two floors, are removed from the scope as well.

MEPs also propose speeding up standardisation procedures, which they currently consider inefficient.

Finally, the rules surrounding green public procurement and its criteria are specified in the report. However, the MEPs point out that contracting authorities should not be obliged to apply these criteria.
