The EU ‘Foreign Affairs’ Council adopted, on Monday 22 May, a new Civilian CSDP Compact to improve the adaptability and responsiveness of the EU’s civilian CSDP missions to their theatres of operation.
This strategic document includes twenty commitments to be implemented by 2027 at the latest. In particular, the EU will have to be able to mobilise and deploy 200 experts on the ground within one month to respond to a possible emergency faced by a civilian CSDP mission. For this purpose, operational simulation exercises will be carried out from 2025 onwards.
Decision-making mechanisms involving Member States, the CSDP planning centre and field missions will also be optimised. And the number of women participating in civilian CSDP missions will be progressively increased from 2025 onwards to reach at least 40% of international staff.
The EU has currently deployed thirteen missions in the following countries and jurisdictions: Armenia, Central African Republic, Georgia, Iraq, Kosovo, Libya, Mali, Moldova (see EUROPE 13185/33), Niger, Palestine (EUBAM Rafah and EUPOL COPPS - 13140/6) and Ukraine.
The implementation of the multi-annual Compact for civilian CSDP missions will be evaluated annually, including a specific conference, the first of which is to be held in the second half of 2023.
