European Parliament’s Committee on Employment and Social Affairs calls on Member States to strengthen social dialogue

The European Parliament’s Committee on Employment and Social Affairs (EMPL) adopted its resolution on strengthening social dialogue in the EU, on Monday 8 May in Strasbourg, by 38 votes to 2 with 4 abstentions.

Carried by the S&D, EPP, Renew Europe, ECR, Greens/EFA and The Left groups, the resolution is a response to the EU Council recommendation proposed by the Commission in January (see EUROPE 13106/1, 13107/1), which calls on Member States to develop a favourable framework for this social dialogue and to encourage collective bargaining.

The EMPL Committee resolution insists on the “meaningful” involvement of workers and their representatives in all stages of company life and on the need to “inform and consult them in good time on matters which concern them, in particular on transfers, restructuring and mergers of undertakings and collective redundancies”.

Respect for the autonomy of the social partners is reaffirmed and the negotiation of new collective agreements adapted to a digitalised world of work is also encouraged.

The resolution also calls for adequate protection against any act of anti-union discrimination and generally calls on the Commission and the Member States to ensure an environment conducive to collective bargaining, which helps to guarantee an adequate minimum wage and good working conditions.
