Welcoming the ‘Roadmap on Critical Technologies for Security and Defence’ published by the European Commission on 15 February 2022, MEPs declared on Tuesday 9 May that adopting a coordinated EU-wide strategic approach to critical technologies for security and defence from the outset was the right way forward (see EUROPE 12891/1).
In the report by Riho Terras (EPP, Estonian) which they adopted (520 votes in favour, 76 against and 31 abstentions), MEPs stress that the worsening security situation in Europe demands a “stronger and better coordinated effort by the EU and its Member States to invest in and, to the largest extent possible, procure critical security and defence technologies, including ammunition production, and to establish a European defence equipment market”.
The European Parliament calls on the Commission to encourage Member States to review all strategic defence programmes and tools, with particular attention to critical technologies. According to it, Member States should cooperate more closely on capability development to stimulate innovation in critical technologies for security and defence.
MEPs also call on the European Defence Agency to include the concept of critical technologies in the Coordinated Annual Review on Defence.
