05/04/2023 (Agence Europe) – At a meeting at the World Trade Organization (WTO) on Tuesday 4 April, China raised the issue of export controls on semiconductors imposed by the US, Japan and the Netherlands (see EUROPE 13139/2). Beijing has asked the three countries to indicate the nature of their agreement in this regard and to clearly notify other WTO members. According to China, this decision could contravene WTO rules, as it is “contrary to the principles of openness and transparency” of the organisation. For its part, the EU indicated at the same meeting that the procedure was still underway on the Dutch side. It added that the measure falls under the EU’s dual-use export controls, which allow Member States to impose additional national export controls based on security interests. (LM)
