European Technical Support Instrument for Reforms will support exchanges between Member States’ officials in 2023

In 2023, the European Technical Support Instrument for Reforms (TSI) will facilitate exchanges between officials from national and/or regional administrations of Member States through the flagship initiative PACE.

Calling it a “breakthrough” since the TSI was created three years ago (see EUROPE 12624/4), European Commissioner for Cohesion and Reforms Elisa Ferreira said PACE will promote “exchanges of experience and best practice as well as the acquisition of knowledge and methods” to enable Member State officials to adapt to an ever-faster changing world. She mentioned 24 exchange projects, or 16% of the total, which will be realised under the PACE initiative.

These exchanges, the exact details of which will have to be determined by the administrations of the sending and host countries, may last from a few weeks to a maximum of three months.

Ms Ferreira stressed that each project supported by the TSI instrument to implement a reform is based on a specific request from the Member State concerned. She noted the growing interest of the EU27 in cross-border projects at both national and regional level.

In 2023, the TSI will support 151 new projects, 42% of which will support the European Green Deal and 40% the digitalisation of public administrations. In particular, six Member States want support to speed up “the issuing of permits” for renewable energy production, Ms Ferreira said. She also noted that Greece, Croatia and Sweden have put in place, with the contribution of the TSI, tailor-made strategies to combat the depopulation of island regions.

Other priority areas are the application of the ‘do no significant harm’ principle (DNSH) to the environment, the automatic exchange of tax information, the development of expertise in financial supervision and the attraction of talent via migration policy.
