20/12/2022 (Agence Europe) – On Tuesday 20 December, the European Union States approved the agreement reached on 14 December with the European Parliament (see EUROPE 13084/28) on the visa liberalisation regime for Kosovo citizens. The EU Council will still have to formally approve the agreement. Parliament accepted the link with ETIAS (the EU travel authorisation system) and the date of implementation of visa liberalisation (by 2024), in case ETIAS is delayed, as well as the reference to the readmission policy and the need for Kosovo to adapt its visa policy. Parliament obtained a reference to the principle of non-refoulement that Kosovo should respect when implementing readmission agreements and other technical or political adjustments, such as on references to migration management, says a text preparing the agreement.
