The Czech Presidency of the Council of the European Union sent Member States a four-column paper outlining possible compromises with the European Parliament on the revision of the Energy Efficiency Directive (EED) on Friday 9 December, in preparation for the third round of inter-institutional negotiations (‘trilogues’).
Confirming recent statements by the Parliament’s rapporteur (see EUROPE 13073/10), Prague says that many issues still need to be resolved, including the setting of energy efficiency targets (Article 4) and energy saving obligations (Article 8).
On 22 November, EU co-legislators agreed that the final agreement “would be a package, going beyond the key political articles that were on the agenda, in particular Articles 4 and 8”, the Czech document obtained by EUROPE stresses.
However, according to the paper, the co-legislators reached a compromise on the application of the Energy Efficiency First principle in major investment decisions.
In line with this principle, Member States should ensure that energy efficiency solutions, including demand side resources and system flexibility, are assessed in investment decisions with a value of more than €100 million or €175 million for transport infrastructure projects, where these decisions are related to energy systems or non-energy sectors with an impact on energy consumption and efficiency (buildings, transport, agriculture, etc.)
The third trilogue will be held on Wednesday 14 December.
