The Czech Presidency of the EU Council had yet to decide on Monday 5 December how to proceed on the digital platform workers directive and whether it will be able to submit a draft political agreement (‘general approach’) on 8 December to the employment ministers in Brussels or whether it will decide to hand over the negotiations to the Swedish Presidency.
The German government might still not be able to take a position this week, two sources told EUROPE on 5 December, which will complicate the search for a qualified majority.
In the meantime, the Czech Presidency of the EU Council has issued a general approach text for the EU Council, taking up the last compromise that was rejected on 30 November by the Member States (see EUROPE 13074/28).
Prague plans to sound out the Member States again on Wednesday 7 December and to use this discussion as a basis for trying to secure a political agreement among the ministers on 8 December.
Despite some rumours, the progressive front, i.e. the countries wishing to return to the Commission’s initial text, remains united. The European Parliament’s Employment Committee is expected to define its position on Monday 12 December, after a political agreement was reached between the shadow rapporteurs (see EUROPE 13075/14).
