MEPs refer ETS review and CBAM to Parliament’s plenary session

MEPs of the European Parliament’s Committee on the Environment, Public Health and Food Safety (ENVI) approved by a large majority, on Tuesday 14 June, the referral back to plenary session of two intrinsically linked dossiers of the climate package (‘Fit for 55’): the revision of the EU Emissions Trading System (ETS) and the establishment of a ‘Carbon Border Adjustment Mechanism’ (CBAM).

Following the Parliament’s vote to reject the draft report on the ETS review on Wednesday 8 June, MEPs chose to refer both dossiers back to the ENVI Committee, while postponing the final vote on the ‘Social Climate Fund’ (see EUROPE 12967/1).

This was followed by discussions between the political group coordinators, who decided not to renegotiate new compromises to be voted on in the ENVI Committee.

They preferred to propose to the members of the committee to vote again in plenary on the amendments to the ETS adopted by the Parliament before the rejection of the draft report (see EUROPE 12969/10).

The ENVI Committee largely supported this proposal (69 votes in favour, 10 against and 2 abstentions).

They also approved the plenary vote on the CBAM report (73 in favour, 5 against and 2 abstentions).

As with the ETS, amendments can again be tabled until Wednesday 15 June. Negotiations were underway on Tuesday to find an agreement on the end of free emission allowances. The rapporteur on CBAM hopes to gather a larger majority this time.

Unlike the texts on the ETS and the Social Climate Fund, the vote on the amendments to the CBAM report did not take place during the previous plenary.

The voting session on the ETS, CBAM and the final vote on the ‘Social Climate Fund’ will take place during the next mini-plenary of the Parliament (22 and 23 June). (Original version in French by Damien Genicot and Léa Marchal)
