EPP group is not signatory to joint European Parliament draft resolution on call for Convention to reform EU

The S&D, Renew Europe, Greens/EFA and The Left groups have submitted a joint draft motion for a resolution to reiterate the European Parliament’s call for a Convention to review the EU treaties in accordance with Article 48 of the Treaty on the European Union (see EUROPE 12945/7).

The EPP group is not involved in this process. The Christian Democrat group’s negotiator, Sven Simon of Germany, has been granted too many requests for more time to consider the issue by his counterparts, according to a parliamentary source contacted on Tuesday 7 June.

However, on the same day when speaking to the press, the President of the EPP group, Manfred Weber, assured that his group was “fully committed to a revision of the treaties” through a Convention. He urged France, which holds the EU Council Presidency until the end of June, and Germany to stop talking and show leadership on this issue. 

Based on the final conclusions of the Conference on the Future of Europe, the joint draft resolution, which will be debated and voted on by the plenary on Thursday 9 June, lists a number of proposals for changes to the treaties, including: - the end of unanimity of Member States in the EU Council, notably for foreign affairs excluding military and defence issues, the adoption of European sanctions and the activation of the so-called ‘passerelle’ clauses; - adapting the EU’s competences in health, energy, defence and socio-economic policies, including the addition of a protocol on social progress; - granting the European Parliament co-decision rights on the EU budget, a right of legislative initiative; - strengthening the procedure for protecting the EU’s fundamental values by clarifying the consequences of a breach of these values; - strengthening the principle of subsidiarity.
