European Parliament gives green light to Interinstitutional Agreement revising ‘Motor Insurance’ directive

On Thursday 21 October, the European Parliament approved by an overwhelming majority (689 votes in favour, 3 against, 4 abstentions) the agreement reached in June with the EU Council on the revision of the ‘Motor Insurance’ directive (see EUROPE 12746/22).

The legislation harmonises the minimum compulsory amounts of cover across the EU: - for injuries: €6.45 million per claim, irrespective of the number of injured parties, or €1.3 million per injured party; – for material damage: €1.3 million per claim, regardless of the number of injured parties.

These rules do not cover vehicles travelling at less than 14 km/h (lawn tractors, scooters for the disabled), electric bicycles or vehicles intended exclusively for motor sports.

Harmonised claim history statements will mean no more excuses for discriminating against good drivers in the EU”, said Dita Charanzová (Renew Europe, Czech Republic) in a statement. She added: “We protected the uptake of e-bikes, confirming they do not require European insurance. And we ended the uncertainty around European motorsports, which can continue to race without impossible insurance requirements”.

The new rules will apply from November 2023.
