Recovery Plan, European Commission looks at how to calculate social expenditure

On Wednesday 28 July the European Commission launched a consultation on a draft delegated regulation to define the methodology for reporting on social measures taken at national level under the Recovery and Resilience Facility.

The Recovery and Resilience Facility does indeed support reforms related to the green and digital transition (37 and 20% of the total amounts respectively), but nothing is planned for social issues - a fact that has been widely criticised, notably in the European Parliament (see EUROPE 12672/17).

The Commissioner for Jobs and Social Rights, Nicolas Schmit, and the President of the European Commission, Ursula von der Leyen, interviewed by EUROPE, had provided assurances that the Commission was working on texts to better understand social expenditure in the framework of the Facility (see EUROPE 12720/1, 12716/3).

To this end the European Commission wants to carry out a detailed monitoring exercise of the implementation of the pillar of the Facility dedicated to social and territorial cohesion (article 3 of the regulation 2021/241) and, in connection with article 29 of the said regulation, wants to develop a methodology to report on social expenditure carried out under the framework of the national recovery plans, in particular for children and young people, but also on gender equality.
