At the meeting of the Special Committee on Agriculture (SCA) on Friday 23 July, a large majority of EU Member States approved the package of three consolidated texts reforming the Common Agricultural Policy (CAP).
The SCA meeting was preceded by a quick ‘trilogue’ (Council of the EU, Commission and European Parliament), which also endorsed the Regulations in question on strategic plans, financing and management of the CAP and the Common Market Organisation (CMO).
The SCA mandated the Slovenian Presidency of the Council of the EU to send a letter to the European Parliament informing it that an agreement could be reached at first reading. The next steps are the legal-linguistic revision in view of a vote in Parliament, probably in November, but possibly as early as the end of October (see EUROPE 12767/6).
The agreement in principle between the three EU institutions on the reform of the CAP was reached at the end of June, after intense negotiations (see EUROPE 12749/1).
