EU Member States expected to confirm their agreement on consolidated texts reforming CAP on Friday, 23 July

During its meeting on Friday, 23 July, the Special Committee on Agriculture (SCA) is expected to confirm its agreement on the three consolidated texts aiming to reform the Common Agricultural Policy (CAP).

The regulations in question, which will be examined by experts from EU countries, are on the CAP Strategic Plans, on financing and managing the CAP, and on the Common Market Organisation (CMO).

The agreement in principle among the three EU institutions had been reached at the end of June after intense negotiations (see EUROPE 12749/1).

Eco-schemes will have to represent 25% of first pillar funds, with a minimum of 20% for the first two years of implementation (2023 and 2024). This position reflects a compromise between the European Parliament, which asked for 30%, and the EU Council, which asked for 20%. An additional flexibility of 2% is provided for in 2025 and 2026 with an obligation to compensate before the end of the programming period.

The European Parliament is expected to approve these three regulations in late October or November (see EUROPE 12753/6).
