Member States green-light installing e-CODEX computer system in Tallinn

On Thursday, 22 July, Member States’ permanent representatives (Coreper) approved an addition to the general approach adopted by the EU Council this past 7 June on transferring management of the e-CODEX IT system to the European Union Agency for the Operational Management of Large-Scale IT Systems (eu-LISA) as of July 2023 (see EUROPE 12735/3).

The purpose of the amendment is to request that the e-CODEX (‘e-Justice Communication via Online Data Exchange’) system be installed in Tallinn, Estonia, following a bilateral agreement between the Estonian and French delegations. The Estonian capital is, in fact, home to eu-LISA headquarters, while the agency’s operational site is located in Strasbourg.

The text emphasises, “In view of its specific nature and characteristics, it was considered appropriate to develop and operationally manage e-CODEX in Tallinn”.

The e-CODEX system makes it possible to interconnect different national digital justice systems in order to carry out cross-border proceedings in civil and criminal matters.

The system is currently managed by a consortium of 20 Member States until 2024. The regulation aims to ensure a sustainable legal framework for the system by entrusting its management to eu-LISA.
