Fifty stakeholders call on EU keep road transport and buildings out of ETS

A coalition of fifty stakeholders, including European cities and regions, businesses and civil society organisations, sent a letter to the European Union institutions on Thursday 20 May calling for more ambition in the forthcoming ‘Fit for 55’ legislative package. In particular, they call for road transport and buildings to be kept outside the EU Emission Trading System (ETS).

This system “should not become the only tool to implement the EU’s enhanced (climate) target and its current structure should be further strengthened”, these organisations write.

In their view, emissions from road transport, buildings and agriculture should continue to be covered by the EU Effort Sharing Regulation (2018/842) which sets binding national greenhouse gas emission reduction targets for sectors outside the ETS.

These national targets, as well as renewable energy and energy efficiency targets, should be strengthened, the letter’s signatories say.

They also call for emissions from aviation and international shipping to be included in the scope of the EU’s 2030 climate target (see EUROPE 12703/1) and for carbon removal to be treated as “additional contributions over and above the emission reduction target”.
