12/03/2021 (Agence Europe) – The European Commission proposed on Friday 12 March to ban two new psychoactive substances in the EU, namely MDMB-4in-PINACA and 4F-MDMB-BICA. Both substances are “synthetic cannabinoids with potentially lethal toxicity. They have been available in the EU since at least 2017 and March 2020 respectively. Both substances are sold online, both in small quantities and in bulk, mainly as a finished product ready for consumption, e.g. in smoking mixtures, e-liquids or impregnated on paper”. The Commission reports that 21 deaths were associated with 4F-MDMB-BICA in 2020, and 12 deaths were attributed to MDMB-4in-PINACA. The European Parliament and the Council of the EU have two months to examine the delegated act before it enters into force. Member States will then have six months to transpose the ban into national law. (SP)
