16/11/2020 (Agence Europe) – The European Court of Human Rights today announced that it has agreed to consider the petitions filed by the Telegram messaging service against Russia. After Telegram refused to provide the Russian Federation’s Federal Security Service (FSB) with the keys to read its users messages, the Federation’s “Roskomnadzor” communications regulator fined Telegram and blocked 19.4 million of its IP addresses. Telegram turned to the Court by invoking Article 10 of the European Convention on Human Rights, which guarantees freedom of expression, including freedom to hold opinions and to receive and impart information and ideas without interference by public authorities and regardless of borders.
