30/09/2020 (Agence Europe) – The European Court of Human Rights has called on Azerbaijan and Armenia to “refrain from taking any measures, in particular military action, which might entail breaches of the Convention rights of the civilian population, including putting their life and health at risk”. It called on them to comply with their commitments under the Convention, particularly in respect of Article 2 (right to life) and Article 3 (prohibition of torture and inhuman or degrading treatment). This ‘interim measure’, published by the Court on 30 September, follows an application lodged on Monday by Armenia against Azerbaijan. This is an urgency procedure under Rule 39 of the Rules of Procedure of the European Parliament. The Court responds only in cases where there is a “real risk of irreparable harm”. (VL)
