The European Commission announced on Wednesday 5 August that it had extended on the same day its anti-dumping duties on imports of Chinese corrosion-resistant steel to a wider range of products.
The decision is aimed at countering circumvention of existing EU trade defence measures (see EUROPE 11957/16), the Commission said in its press release.
In its review of the steel safeguard measures implemented in 2019, the Commission found that imports of Chinese corrosion-resistant steel subject to anti-dumping measures had virtually disappeared.
However, imports of other corrosion-resistant products increased by almost 1 million tonnes or €650 million per year. According to a specific anti-circumvention investigation by the Commission (see EUROPE 12377/22), this development is due to the anti-dumping measures.
In order to prevent the continuation of sales at dumped prices of slightly modified Chinese products, the Commission has therefore decided to extend its anti-dumping duties to corrosion-resistant steel products modified by plating or coating with magnesium, whether or not alloyed with silicon, with or without additional surface treatment, such as oiling or sealing, or with a slightly modified carbon, aluminium, niobium, titanium and/or vanadium content.
The measure will apply to all exporters in the PRC with the exception of one cooperating company, Shougang.
