The European Commission published on 3 July its roadmap and draft preliminary impact assessment for the revision of the EU Emissions Trading System (ETS) Directive with respect to aviation, a sector included in the ETS since 2012.
This legislative initiative, which will take the form of a proposal for a Regulation, is expected in the fourth quarter of 2020.
It will aim to implement the International Civil Aviation Organization (ICAO) CORSIA system in the EU from the start of its pilot phase on 1 January 2021. This implementation will need to be consistent with the EU’s greenhouse gas (GHG) emission reduction target for 2030.
The initiative will also propose to increase the number of allowances auctioned under the ETS for aircraft operators.
CORSIA is a global market measure adopted in 2016 to tackle emissions from international civil aviation by reducing and offsetting these emissions.
Under the ETS Directive, last revised in 2017, the Commission must present a report to the European Parliament and the EU Council on the evaluation of CORSIA.
The Commission is required to consider: - increasing the percentage of auctioning from current levels; - the means to integrate CORSIA into EU law through a revision of the ETS Directive; - where appropriate, to submit a legislative proposal that is consistent with the EU GHG emission reduction target for 2030, in order to preserve the environmental integrity and effectiveness of EU climate action.
The European Parliament insists that CORSIA should not undermine the level of ambition of the ETS and this environmental integrity (see EUROPE 12484/12).
Comments on the roadmap can be made until midnight Brussels time on 29 August.
