On Friday 3 July, Josep Borrell, the High Representative of the Union for Foreign Affairs and Security Policy, announced that, earlier the same day, he had received a letter from Iran triggering the dispute settlement mechanism under the Joint Comprehensive Plan of Action (JCPOA) on the nuclear agreement.
Germany, France and the United Kingdom triggered the same mechanism in January (see EUROPE 12403/19).
In a statement, he said: “I have received today a letter from the Foreign Minister of Iran referring Iran’s concerns regarding implementation issues by France, Germany and the United Kingdom under the Joint Comprehensive Plan of Action (JCPOA) to the Joint Commission for resolution through the Dispute Resolution Mechanism, as set out in paragraph 36 of the agreement”.
The High Representative stated that he had previously said that this mechanism requires “intensive efforts in good faith” by all parties. “As Coordinator of the Joint Commission, I expect all JCPOA participants to approach this process in this spirit within the framework of the JCPOA”, he stated.
Borrell noted that the Joint Commission has been meeting since 2016 to discuss the implementation of the nuclear agreement and to address pertinent issues brought to the attention of the Coordinator by any participant. (Original version in French by Camille-Cerise Gessant)
