On Wednesday 24 June, the EU Council of Ministers adopted by written procedure the regulation allowing Member States to provide support under rural development programmes to European farms affected by the consequences of the coronavirus pandemic (see EUROPE 12510/11).
The agreement between the European Parliament and the EU Council allows the maximum payment for individual farmers to be raised to €7000, compared to a figure of €5000 in the Commission's original proposal.
The agreement provides for a limit on the funding of the measure to 2% of the national envelope per country under the European Agricultural Fund for Rural Development (EAFRD), as opposed to a figure of 1% initially proposed by the European Commission. Moreover, in a statement (https://bit.ly/2YzfdgR ), the Commission has objected to this increase to 2%, which will have budgetary effects.
