EU Council postpones vote on environmental standards report on non-road mobile machinery

Member States' ambassadors to the EU (Coreper I) agreed on Wednesday 24 June to postpone the vote on the amendment of Regulation (2016/1628) regarding emission limits and type-approval of internal combustion engines until Tuesday 30 June, which is the last day of the Croatian Presidency of the EU Council.

During the Covid-19 pandemic crisis, the European Commission had proposed a postponement by one year of the deadline for implementing the regulation – originally planned for 30 June 2020 – regarding certain transition engines of non-road vehicles.

The EU Council had started the written voting procedure (see EUROPE 12508/34) after having introduced a revision clause to potentially postpone the implementation date again in case the pandemic were to continue, which the European Parliament would have refused. Noting that the European Parliament did not vote on the European Commission's proposal, the Croatian Presidency of the EU Council decided to postpone the vote on the proposal without the revision clause and with a retroactive clause.

In the European Parliament, the European Commission's proposal is expected to be put to the vote in July in plenary session. A retroactive clause would also be considered. (Original version in French by Pascal Hansens)
