EU Member States invited to approve SURE instrument on 13 May

The European temporary support instrument to mitigate the risks of unemployment in an emergency (SURE) will be submitted for approval to the meeting of the Member States' Ambassadors to the European Union (Coreper) on Wednesday 13 May.

We are told that the working group that met on Wednesday 6 May to discuss the new version of the compromise drawn up by the Croatian Presidency of the EU Council went smoothly. The issue of the terms of use for national guarantees has been definitively settled (see EUROPE 12480/1).

All of the national delegations support the text, except for the Netherlands, which appears not to have taken a favourable view of the restrictions imposed on extensions of the scope for funding health-related measures (see EUROPE 12478/5).

Once the instrument has been approved, it will be adopted by written procedure. It will be adopted by qualified majority, but a diplomatic source has expressed concern that the Netherlands may be tempted to apply pressure by using the guarantee funding as a lever.

All of the Member States have to play their part in ensuring that the instrument can begin to operate, which is equivalent to providing the option to veto the text. (Original version in French by Pascal Hansens)
