Member States welcome report summarising debates on post-2020 CAP

Experts from EU Member States welcomed the report, on Monday 9 December, which summarised the post-2020 negotiations on the Common Agricultural Policy (CAP) (see EUROPE 12384/20).

The Agriculture Council of the EU will discuss the Finnish Presidency’s report on 16 December.

At the strategic level, the topics discussed were the new implementation model, environmental and climate aspects and sectoral interventions. However, Finland recalls that an agreement on the EU's Multiannual Financial Framework (MFF) is “necessary for the EU Council to define its position on CAP reform after 2020”.

At the meeting of the Special Committee on Agriculture (SCA) on Monday, most delegations welcomed the report, while some requested some minor changes. With regard to the regulation on CAP strategic plans, Member States have expressed the wish to continue the discussion on the new implementation model, green architecture and other elements such as governance rules for Member States with regions, the list of eligible investments and maximum support rates.

With regard to the horizontal regulation, some Member States have asked for further discussions on controls and sanctions and have reiterated their request for an exemption for small farmers.
