10/12/2019 (Agence Europe) – According to a draft of European Council conclusions dated 9 December, leaders are expected to denounce, on 12 and 13 December, the memorandum of understanding signed at the end of November between Turkey and Libya on the delimitation of maritime jurisdictions in the Mediterranean. This agreement “infringes the sovereign rights of third States, is not in conformity with the law of the sea and cannot have any legal effect on third States”, they warn. The European Council reaffirms its “unequivocal” solidarity with Greece and Cyprus regarding Turkey’s actions, including illegal drilling activities. On Monday 9 December, EU High Representative Josep Borrell explained that the memorandum raised “important concerns” and that his services were studying it to determine whether or not it complies with international law.
