Foreign Affairs Council. *Development : - Current issues: World Refugee Forum (Geneva, 17-18/12/2019); progress of negotiations on the future EU-ACP partnership. - Future financial architecture for sustainable development: debate on the basis of the Wise Persons Group’s report with the Presidents of the EIB and EBRD. - Assistance to developing countries in transition: discussion on collaboration with these countries (in particular Sudan and Ethiopia). - Gender equality and education: discussion with the Ethiopian Minister of Education and the problem of learning in Africa. - Adoption without debate of conclusions on: combating inequalities in partner countries; humanitarian aid and international humanitarian law; the 3rd report on the implementation of the EU Gender Action Plan; the 4th progress report on the Nutrition Action Plan.

  • Luxembourg. * Court of Justice of the EU. #Conclusions: - C-610/18 (AFMB and others - in the field of social security, which entity is to be considered as the employer of an international lorry driver: the transport company which has hired the driver as an employee for an indefinite period, or the company with which the driver has formally concluded an employment contract and which has paid him a salary and has paid the relevant contributions in the Member State in which its headquarters is located and not in the Member State where the transport company's headquarters are located?) - C-717/18 (Prosecutor-General - may a European arrest warrant be executed when the offence identified is punishable by a maximum penalty of at least three years' imprisonment in accordance with the criminal law in force in the issuing Member State at the time of issue of the European arrest warrant, while the maximum penalty provided for in that Member State at the time the offence was committed was less than three years' imprisonment?) - Cases C-566/19 PPU (Public Prosecutor's Office of the Grand Duchy of Luxembourg), C-626/19 PPU (Openbaar Ministerie), C-625/19 PPU and C-627/19 PPU (Openbaar Ministerie - do the French, Belgian and Swedish public prosecutors offer sufficient guarantees of independence to qualify as issuing judicial authorities with respect to the European arrest warrant?)

  • Luxembourg. * General Court: #Ruling: T-31/18 (Izuzquiza and Semsrott/Frontex - possibility for the Frontex agency to deny journalists access to information contained in documents relating to the names, types and flags of vessels deployed in 2017 as part of the joint operation known as Triton in the Central Mediterranean).

Thursday 28 November

  • Brussels. Council of the EU. Competitiveness Council (and 29/11). - Definition of a general approach on: the Directive on representative actions for consumers; the Directive on country-by-country declarations.
  • Luxembourg. * Court of Justice of the EU. #Conclusions: C-567/18 (Coty Germany - does the storage of products by companies from the Amazon group, intended for sale via Amazon-Marketplace, and the shipment of such products by external service providers infringe the rights of the holder of an exclusive trade mark licence?)

Friday 29 November

  • Brussels. Council of the EU. Competitiveness Council. *Research and Space: - Adoption of conclusions on space solutions for a sustainable Arctic. - Discussion on how to foster a sustainable space economy. - General approach on: the Regulation on the European Institute of Innovation and Technology (EIT); the EIT's Strategic Innovation Programme; the recitals and Appendix IV of the Horizon Europe Regulation on the future Euratom research programme; the future Euratom research programme. - Adoption of conclusions on the updated EU strategy for the bio-economy. - Discussion on attracting private investment in research and development for sustainable growth and Horizon Europe's contribution in this respect.
