Belize officially removed from European ‘black’ list of non-cooperative jurisdictions

The ‘Ecofin’ Council officially confirmed on Friday 8 November Belize’s removal from the European ‘black’ list of non-cooperative countries and territories for tax purposes (see EUROPE 12360/5).

This Caribbean country has adopted the necessary reforms for improving the tax regime for international businesses that was to be implemented by the end of 2018, European finance ministers said. Belize is now on the European ‘grey’ list of countries that have made commitments, such as the removal of harmful features from its foreign source income exemption regime by the end of 2019.

There are only eight jurisdictions left on the EU’s ‘black’ list: American Samoa, Fiji, Guam, Oman, Samoa, Trinidad and Tobago, the American Virgin Islands and Vanuatu.

North Macedonia. The EU Council also considers that North Macedonia is fulfilling all of its commitments in the field of tax cooperation, since it ratified the OECD Multilateral Convention on Mutual Administrative Assistance.

This country has therefore been removed from the European ‘grey’ list. (Original version in French by Mathieu Bion)
