Foreign Affairs Council. - Current issues: situation in Venezuela (extension of sanctions), Turkish military intervention in Syria and Turkish policy in the Mediterranean (possible adoption of sanctions against Ankara for its drilling activities off Cyprus). - Afghanistan: situation in the country after the presidential elections at the end of September. - Gulf and Iran: Iran's nuclear policy, situation in the Gulf and possibilities for the EU to contribute to the stabilisation of the region (situation in Yemen and Iraq). - Sudan: exchange of views with the Prime Minister of Sudan, Abdalla Hamdok. - Miscellaneous: demonstrations in Lebanon and situation in Libya and the Sahel; visit of Mrs Mogherini to China and situation in Hong Kong; opening of negotiations with Somalia on the status of the EU mission there.

Foreign Affairs Council (Defence). - Security and defence: adoption of 13 new projects under the Permanent Structured Cooperation (PESCO). - CSDP: update on ongoing missions and operations under the Common Security and Defence Policy. - EU/NATO cooperation: discussion with NATO Deputy Secretary General Mircea Geoana. - European Defence Agency: the EDA Steering Board will meet before the Council meeting with, on its agenda: Coordinated annual defence review, adoption of the agency's budget and staffing table and its 2020-2022 planning framework.

Committee activities. - SEDE: hearing on European Security and Space Defence. - PECH: hearing on the revision of the European Fisheries Control Agency. - EFCA, DEVE: joint mission to attend the International Conference on Population and Development in Nairobi (on 14/11). - PETI: Public hearing on "FATCA and its extraterritorial impact on European citizens". JURI: review of the declarations of interests of the three Commissioner-designate candidates: Olivér Várhely, Thierry Breton and Adina-Ioana Vălean.
Luxembourg. * Court of Justice of the EU. #Rulings: - C-363/18 (European Jewish Organisation and Psagot Vineyard - must goods from territories occupied by Israel since June 1967 bear the mention "Israeli colony"?) - C-233/18 (Haqbin - can the violent behaviour of a minor asylum seeker justify depriving him of material reception conditions?) - C-261/18 (Commission/Ireland - request from the Commission to impose a financial penalty on Ireland for failure to comply with the Court's judgment finding it in breach of its environmental obligations). #Conclusions: - C-502/19 (Junqueras Vies - request for the release in Spain of the Catalan leader Oriol Junqueras Vies, elected Member of the European Parliament).
