What intergroups will be created during the ninth parliamentary term of the European Parliament? While some MEPs have already started to mobilise, such as MEP for Germany’s Green Party Niklas Nienaß, who wants to set up an intergroup of cultural creators, the final list will only be known at the end of the year.
Article 35 of the European Parliament's Rules of Procedure provides that “individual Members may form intergroups or other unofficial groups of Members belonging to various political groups and bringing together members of different parliamentary committees, with a view to holding informal discussions on particular topics and promoting contacts between Members and civil society”.
Since the May 2019 elections, Niklas Nienaß (Greens/EFA, Germany) has been saying that he will espouse an intergroup of “cultural creators”, which already exists on Twitter. In his proposal, he calls on the EU to “protect and promote European creators to ensure that they continue to create and thereby bring sustainable benefits to society as a whole”. The eighth mandate had 28 intergroups, including one dedicated to the creative industries and another to digital strategy.
For an intergroup to be created, at least three political groups must request it. Each political group has a limited quota of support. An annual declaration of financial interests, as well as a list of members, are also required. (Original version in French by Sophie Petitjean)
