Competitiveness Council (and 28/05). *Single Market and Industry. #Debate and adoption of conclusions on: the future approach to the single market; the EU strategy for a long-term industrial policy (based on the conclusions of the European Council from 15 March); competitiveness in the EU tourism sector. #Miscellaneous: – Deliberation on ongoing legislative proposals (Directive on conversions, mergers, acquisitions and cross-border divisions of companies; Directive on the modernisation of consumer protection rules; Directive on representative actions for the protection of the collective interests of consumers). – Ministers will be informed on: the Regulation on general vehicle safety (Romanian Presidency); the rapid alert system for dangerous non-food products (Commission); the Better Regulation and the results of the Forum on the Automotive Industry (18/03 in Craiova) (Presidency); development of the European market for recycled plastics based on voluntary actions and commitments (Commission); work programme for the future Finnish Presidency (Finnish delegation). – Lunch discussion on public procurement, in particular with a view to the development of the battery sector in the EU.

Foreign Affairs Council *Trade: – WTO reform: state of play. – Trade relations with the United States (negotiations on the elimination of tariffs on industrial products and conformity assessment of products). – Trade agreements with Vietnam: update on preparations for the signing of the Free Trade Agreement and the Agreement on Investment Protection. – Discussion on ongoing trade negotiations (Mercosur, Australia, New Zealand, Chile and Indonesia).
Luxembourg. * Court of Justice of the EU. Judicial vacations (through 31/05). Exceptionally, however, three judgements will be delivered on 27/05 in the following cases: C-508/18 OG (Lübeck Prosecutor's Office), C-509/18 PF (Lithuanian Prosecutor General) and C-82/19 PPU PI (Zwickau Prosecutor's Office – Do the German and Lithuanian Prosecutors offer a sufficient guarantee of independence from the executive power to issue a European arrest warrant?).
Tuesday 28 May
Brussels. European Council. Informal meeting of Heads of State or Government. – Analysis and debate on the results of the European elections. – Launch of the process for appointing the heads of the EU institutions.

Competitiveness Council *Space (with the Member States of the European Space Agency): – Orientation debate on the EU's role in global space policy and adoption of conclusions on space together with ESA members. – Work programme of the future Finnish Presidency in the space sector. *Research: – Orientation public debate on the impact of research and innovation on the EU's competitiveness.
Brussels. European Parliament. Meeting of the Conference of Presidents of Political Groups (in the morning). – Political Groups: First meeting of the ALDE, GUE/NGL and Greens/EFA groups of the new legislature to take stock after the elections.
