16/04/2019 (Agence Europe) – A revised version of a US proposal - aimed at improving WTO members' compliance with the notification obligations of their trade measures (see EUROPE 12137/30) - was discussed at the WTO Goods Council meeting on 11 and 12 April. Canada and New Zealand have also joined the group advocating this proposal, including the EU, bringing their total number to nine. The text proposes "administrative measures" against members who do not comply with this obligation in time. This measure is of concern to several developing countries who have more limited notification capacities and are therefore hostile to the proposal. Proponents of the text, including the United States and the EU, have expressed their willingness to consider any practical suggestions to move forward on these issues.
