28/02/2019 (Agence Europe) – Representatives of the European Parliament and the EU Council met at a second negotiating session on Tuesday 26 February to discuss the umbrella regulation on common provisions. The co-legislators discussed the definition of policy objectives and some horizontal principles between the different structural and investment funds, in particular the partnership principle and the content of the partnership agreement. This is one of the main points of the negotiations. The Council would like to introduce certain derogations from the partnerships, where the European Parliament and the Commission would like this principle to apply to all Member States (see EUROPE 12199).
