Copyright, Council is moving towards an exclusion of SMEs on issue of value gap

Technical discussions between EU institutions on copyright reform are ongoing with a view to reaching an agreement on 21 January. The most recent one was the meeting of the Council's national attachés on Wednesday 9 January, during which the Member States reportedly showed a certain openness to exclude small and medium-sized enterprises from filtering measures, as requested by the European Parliament (Article 13).
