13/07/2018 (Agence Europe) – Interinstitutional discussions on the SatCab Regulation are more or less stalled (see EUROPE 12053), pending a settlement in the European Parliament on copyright reform (see EUROPE 12056). There is no working group in the Council or trialogue with Parliament and Council at this stage. According to a source close to the dossier, the Commission would informally test proposals on direct injection with certain Member States. According to the same source, the latest version of the compromise texts remains close to the joint responsibility of the European Parliament: it retains the reference to a single act of direct communication involving the absence of parallel satellite broadcasting. And she says that both the broadcaster and the distributor would be responsible and should make payments. The last proposal, however, seems to leave some room for manoeuvrer to Member States to delimit the basis on which these payments would be calculated. (SPj)
