Monday 16 July

  • Brussels. Council of the EU. ‘Foreign Affairs’ Council. – Maldives: decision concerning sanctions against persons and entities violating human rights and the rule of law. – Iran: discussion on the approach to be adopted to the American sanctions against Iran and authorisation of the amendment of the blocking law to tackle the extra-territorial effects of these sanctions in the EU. – Eastern Partnership: preparations for the ministerial meeting with six countries of this partnership to be held on 15 October and state of implementation of the 20 objectives to be achieved by 2020. – Libya: political, economic and security situation in the country ahead of the elections to be held at the end of the year and illegal trade in Libyan petroleum. – North Korea: stock-take following the meeting of the American President with the North Korean leader and actions to be considered for the denuclearisation of the North Korean Peninsula.
  • Brussels. Council of the EU. ‘Agriculture and Fisheries’ Council. – Priorities of the working programme of the Austrian Presidency. – Examination of the ‘post-2020 CAP reform’ package: regulation on the strategic plans of the CAP, regulation on single common market organisation (CMO), cross-cutting regulation of the financing, management and monitoring of the CAP. – Drought in Poland. – Individual proposed by France as the EU’s candidate for the post of Director General of the FAO.

Informal meeting of the ministers responsible for competitiveness (single market, industry and research) (and 17/07). *Industry and single market: debate on the future of European industry and related problems (ecological transition, energy transition, digitalisation and robotisation, international competition, etc.)
  • Beijing (China). European Council, Council of the EU and European Commission. 20th EU/China summit. – Bilateral relations on trade and investment: regulated trade and reform of the WTO. – Foreign and security policy: denuclearisation of the Korean Peninsula, Iranians nuclear, Syria, Afghanistan, crisis of the Rohyngyas. – Europe-Asia connectivity and Chinese “Belt and Road” initiative. – Global questions: climate change and clean energy: governance of the oceans and protection of the environment. – Migration.
  • Brussels. Council of the EU and Commission. EU-Community of Latin American and Caribbean States (CELAC) ministerial meeting (and 17/07). – Consolidation of multilateralism and reinforcement of cooperation in global institutions. – Implementation of the sustainable development programme up to 2030.

Tuesday 17 July

  • Vienna (Austria). Council of the EU. Informal meeting of the ministers responsible for competitiveness. *Research: Initial informal exchange of views on the legislative package for Horizon Europe, the ninth framework research programme. The Presidency will seek to draw up guidelines agreed for negotiations in the working group on research (timetable, key subjects).
  • Brussels. Council of the EU. Political and security committee (COPS).
  • Tokyo (Japan). European Council, Council of the EU and European Commission. EU-Japan summit. – Trade: signature of EU-Japan economic partnership agreement and strategic partnership agreement. – Possibilities for strategic cooperation in security and defence, data protection, education and research and the fight against climate change. – International relations: Ukraine, Middle East, denuclearisation of the Korean Peninsula, agreement on Iranian nuclear (common global action plan).
  • Brussels. Council of the EU and European Commission. EU-CELAC ministerial meeting. – Ways and means and cooperation for inclusive and sustainable economies. – Adoption of the declaration. Situation in Venezuela. On the sidelines of the summit: - EU-Pacific Alliance meeting: mutual cooperation; EU-CARIFORUM (Caribbean) meeting: future of relations once the Cotonou agreement expires. Award of the EU-LAC Prize.

Wednesday 18 July

Informal meeting of the ministers for employment and social affairs. – Discussion with the Commission and experts on the impact of robotics on the quantity and quality of work in the coming years. – Exhibition of various recent development projects in robotics and digitalisation.
  • Brussels. Council of the EU. ‘General Affairs’ Council (‘Article 50’). – State of progress in negotiations on Brexit: completion of work on questions concerning pensions; border between the Republic of Ireland and Northern Ireland; discussions on the framework for future EU/UK relations (White Paper of the British government).
