On Saturday 21 April the EU High Representative for Foreign Affairs and Security Policy, Federica Mogherini, welcomed the announcement made a few hours earlier from the North Korean leader, Kim Jong-un, that his country would stop nuclear tests and launches of intercontinental ballistic missiles, as well as the close its nuclear test site.
