16/02/2017 (Agence Europe) – On Wednesday 15 February, the Commission sent a reasoned opinion to Latvia, calling on it to correctly transpose into national law all requirements of the 2010 directive on the energy performance of buildings. The Commission has identified several shortcomings in the transposition of the text: - the Latvian legislation does not make it a requirement to issue an energy performance certificate when a building is constructed, sold or leased to a new tenant, unless the purchaser or tenant requests one; - it limits the requirement for performance certificates to be visibly displayed in all buildings frequently visited by the public to buildings that are owned by the public; - it provides more exemptions than authorised by the directive and the enforcement mechanisms in place are not sufficient to ensure compliance with its requirements. Latvia has two months to comply with its obligations or risk being referred to the Court of Justice of the EU. (EH)
