On Tuesday 10 November, the Ecofin Council gave the go-ahead, under point A, to the adoption of the first package of rules on real driving emission (RDE) tests to measure pollutant emissions, such as nitrogen oxide (NOx), from light vehicles; including by means of on-board measurement system, in line with the comitology decision taken on 19 May by the light vehicles technical committee. Once Parliament has given its agreement, the new rules will come into force in January 2016 for a period of scrutiny during which there will be no effect on approval of new vehicle models. A minima agreement on the second package on “not-to-exceed emission limits” and deadlines for implementation was reached through the comitology procedure on 28 October, much to the ire of environmentalist organisations and MEPs (see EUROPE 11421).
