Brussels, 01/07/2011 (Agence Europe) - The conclusions of the working group set up on 31 March to prepare the Code of Conduct for Members of the European Parliament are “a significant improvement to the status quo. The proposal results from an intensive and sometimes difficult debate among all political groups”. The “comprehensive” proposals on the first code of conduct for MEPs are the result of a gargantuan task carried out in just 10 weeks, said European Parliament (EP) President Jerzy Buzek making the presentation on Wednesday 29 June. The new proposals have now been put to the Conference of the Presidents and to the Bureau for approval. Thereafter the constitutional affairs committee will determine the changes that have to be brought to EP rules of procedure.
“The Lisbon Treaty has given the European Parliament greater powers and this must be accompanied by increased responsibility and transparency. The conclusions of the working group are a significant improvement to the status quo”, Buzek stated.
The new code establishes clearer rules aimed at removing any doubts on how elected MEPs fulfil their obligations. They are designed to boost confidence among citizens in our institution. The code of conduct set out strict rules on the banning of bribery and conflicts of interests. They provide for much more detailed declarations of income, and propose rules strengthening procedures and sanctions for breaches.
Buzek also welcomed the proposal to establish an Advisory Committee on the Conduct of Members. It will give MEPs guidance in interpreting and implementing the Code of Conduct and may seek advice from outside experts. Buzek also welcomed the intention to make the existing Joint Code of Conduct and Transparency Register legally binding. (G.B./transl.rt)
