Commission proposes gradual and conditional resumption of cooperation with Niger to Council

Brussels, 26/07/2010 (Agence Europe) - Cooperation between the EU and Niger, which has been suspended since the end of last year following the military coup in the country, could gradually resume in the near future. The Commission, satisfied with the commitments made by the Niger authorities on a return to constitutional order, and on condition that these commitments are fully met by March 2011, has put a proposal to the Council of the EU that the political negotiations with Niger, which were begun under the terms of Article 96 of the Cotonou Agreement with a view to putting an end to the crisis (see EUROPE 10009), be closed. Before it can be implemented, the decision must be formally adopted by the Council.

Commenting on this step forward, European Development Commissioner Andris Piebalgs said in a press release: “Today's decision sends a clear signal of support for the government of Niger. We acknowledge the concrete commitments made and stand ready to contribute to the progressive return of constitutional order and the rule of law in Niger. In difficult times, this will also reinforce the long-lasting support we provide to the people of Niger”.

Resumption of development cooperation will allow Niger to benefit from €458 million under the 10th European Development Fund (EDF) which covers the period from 2008 to 2013. It depends, however, on the commitments made by the Niger government in its roadmap for the transition to democracy being met. This roadmap provides for a referendum on a new constitution, and for local and presidential elections to take place before March 2011.

The priority areas for cooperation under the 10th EDF are support for good governance, development of transport infrastructure, improving food security, access to safe water and basic sanitation - all directly benefiting the population. (A.N./transl.rt)
