Brussels, 11/12/2009 (Agence Europe) - On Friday, EU heads of state and government hailed the coming into effect of the Lisbon Treaty on 1 December and expressed the hope that the new Treaty would provide the EU with a “stable and lasting” institutional framework that would allow it to “fully concentrate on addressing the challenges ahead”.
