11/12/2009 (Agence Europe) - On Friday 11 December 2009, the European Commission gave the go-ahead to a planned merger in which Royal Bank of Scotland Plc (of the UK) and Deutsche Bank (of Germany) will acquire joint control of Spin Holdco (of the United States) by payment of debt. Royal Bank of Scotland Plc and Deutsche Bank are global banking giants.
