09/12/2003 (Agence Europe) - French Socialist Olivier Duhamel, MEP and former Convention member, has listed, in a synthesis note, some thirty "+ of the European Constitution" at the current stage, classifying them in terms of: - efficiency. Mr Duhamel spoke in particular of new policies (services of general interest, intellectual protection, space, energy, culture, sport, civil protection, asylum, immigration, criminal law...), the creation of the post of European Foreign Minister, facilitated reinforced co-operation, structured co-operation for defence and the mutual assistance clause, the legal personality of the Union, the extension of the duration of the Council Presidency, double majority in Council, going from unanimity to majority in 40 fields, bridging clauses to go from unanimity to majority;- democracy. Mr Duhamel notes in particular the 90% of cases in which the EP is co-legislator (+35 compared to now), checks on subsidiarity by national parliaments, the solidarity clause, the right to voluntary retirement, the Charter of Fundamental Rights, social dialogue, Union symbols, citizens' right to initiate legislation. And of course, having a Constitution rather than a simple Treaty.
