Brussels, 30/06/2009 (Agence Europe) - On 30 June the European Commission adopted a decision to create a model for the national action plans for renewables, as required under Directive 2009/28/EC to promote the use of energy from renewable energy sources. It assigns to each member state national binding targets for attaining the goal of 20% of the EU's energy cluster from renewable sources by 2020. The model is aimed at guiding member states in the elaboration of their national action plans and strategies for reaching the 2020 targets. These plans should outline national goals for member states with regard to renewables used in transport, electricity production and air conditioning by 2020, as well as their trajectories for reaching these objectives. They must also provide details about the national policies for developing existing biomass and implementing biofuel sustainability mechanisms, while taking into account other energy efficiency related measures. These national renewables action plans also aim to outline national policies on facilitation measures, such as revised administrative procedures, construction codes, information and training, development and energy infrastructure availability, assistance schemes and flexibility measures. Every member state should present the Commission with one of these plans by 30 June 2010 at the latest. The model is not just aimed at ensuring action plan sufficiency but also at allowing comparability between them and with the reports that the member states and Commission will subsequently establish on the implementation of the directive by 31 December 2011 at the latest and then every two years for member states, and in 2012 every two years for the Commission.
